Commander John Hartly

from NSW Police

Sergeant Cameron Wilson

from QLD Police

Chair: Jim Langford

1. Introduction - overview of Australian and international licensing procedures - Session Chair

2. Jim Langford -  Crash risk and licensing implications
Basic message: de-constructing the U-shaped curve to show that older drivers as a group do not have heightened crash risk, even considering per-km crash rates. A minority of older drivers are unfit to drive – the trick is to identify them.

3. Joanne Wood - ‘Normal ageing’, medical conditions, functional decline and crash risk - Basic message: normal ageing is associated with a range of medical conditions and a range of functional impairments. What and how? To what extent can these conditions and functional changes be associated with increased crash risk?

4. Matthew Baldock - To what extent is the impact of ‘normal ageing’ counteracted by self-regulation? - Basic message: most older drivers wholly or largely counteract functional impairments by altering their driving habits. What evidence is there for self-regulation? What do we know about non self-regulators?

5.Tricia Williams - Licensing procedures: assessing the safety benefits of mandatory assessment - Basic message: a review of evaluations of age-based mandatory assessment programs for older drivers, show no demonstrable safety benefits.

Chair: Ruth LLoyd

1. Rebekah Smith (RACV Victoria) - "Traffic Safety Education – Street Scene Program Evaluation".

2. Dr Maureen Owen (Youthsafe - NSW) - "Smarter, safer... and on the way to high school".

Chair: Dennis Walsh

10.30am-11.00am

MORNING TEA

cont... actions underway at present on fatigue, seatbelt wearing, rest area reviews, the front under-run protection/axle mass package and speeding policy; a summary of current research activities in pro-gress around Australia and an industry perspective on their actions and priorities for improving heavy vehicle safety.

6. Jennie Oxley - Disbenefits of mandatory assessment
Basic message: a review of evaluations of age-based mandatory assessment programs for older drivers, show no demonstrable disadvantages (mobility, health, economic, social, quality of life and age discrimination consequences)

7. Jude Charlton -  An alternative assessment strategy to age-based assessment/lcensing

Basic message: overview of the Austroads licensing model for older drivers

8. Peteris Darzins  - Key components of alternative licensing models:
i) ‘Across-the-board’ v targeted assessment (Nomogram for Bayes’ Theorem )
ii) Michael White -  What does the UFOV
actually measure?
